Commission on Funding of Care and Support: the Dilnot Report (Full Report)

Summary

The Commission on Funding of Care and Support has produced a set of recommendations for the Government to consider. The Dilnot Report goes under the title “Fairer Care Funding”. The independent commission, set up by the Government last July, was asked to recommend a fair and sustainable funding system for adult social care in England. The main recommendations in the report are:

  1. Each individuals’ lifetime contributions towards their social care costs – which are currently unlimited (except for the last £23,250) – should be capped. After the cap is reached, individuals would be eligible for full state support. This cap should be between £25,000 and £50,000: £35,000 is an appropriate and fair figure.
  2. The means-tested threshold, above which people are liable for care costs, should be increased from £23,250 to £100,000.
  3. National eligibility criteria should be introduced to ensure greater consistency.
  4. People entering adulthood with a care and support need should be eligible for free state support immediately, rather than being subject to a means test.

The Commission estimates that these proposals – based on a cap of £35,000 – would cost the UK Government around £1.7 billion (approximately one-quarter of one percent of the State’s annual expenditure).
